In March 2025, the European Commission unveiled the Industrial Action Plan for the automotive sector, aiming to facilitate the industry’s transition to electric vehicles (EVs) and achieve full electrification by 2035. The plan contains five key components: innovation and digitalization, demand stimulation, supply chain competitiveness, labour and skills development and regulatory flexibility. This report builds on the previous gap analysis by introducing a set of key performance

indicators (KPIs) designed to track the European automotive sector’s progress toward zero emission mobility. These KPIs will be reviewed quarterly, providing policy makers and industry leaders timely insights to identify challenges and adapt strategies accordingly. The KPIs are calculated at the country level and discussed in detail in the main report.
