A study analyzing the efficiency of public transport systems in the Recife Metropolitan Area (RMR) compared twelve transport systems from Europe and Brazil. The findings indicated that only one Brazilian system and nine European systems were efficient. Efficient systems typically featured a more democratic distribution of power among municipalities and implemented broader tariff structures. The study suggests that RMR should adopt a structure promoting a more equitable power distribution among its municipalities, including representation from user groups such as workers’ associations and unions. Additionally, implementing flexible tariff systems that offer advantages to regular users could reduce costs and enhance operational efficiency.
