The transport sector currently accounts for 23% of emissions globally and these emissions are yet to start falling in the face of rising demand for mobility and the difficulty of decarbonising all modes of transport at the pace required. Electrifying the private vehicle fleet will contribute to the decarbonisation effort, but deployment cannot happen fast enough, and it still leaves the issue of severe congestion in our cities. This report was drawn up by a group of more than 40 experts from 19 countries, who worked for 18 months on possible funding mechanisms for public transport. The report distinguishes between new investments and the operation of public transport services, without sidestepping the crucial challenges of their efficiency and user considerations.
