Transportation planning requires accurate information on traffic congestion costs and potential solutions. There are many possible ways to measure congestion that can result in very different conclusions about the nature of the problem and optimal responses. This report identifies best congestion evaluation practices recommended by experts, summarized in the table below, and investigates how well they are applied by various congestion cost studies including the Urban Mobility Report, the Global Traffic Scorecard and the TomTom Traffic Index.
