California High Speed Rail Authority (CHSRA) has received five responses to provide early train operator services for the development and management of the high-speed rail (HSR) system. The five consortia are China HSR ETO Consortium (comprising China Railway International, Beijing Railway Administration, China Railway Eryuan Engineering Group and China Railway Corporation), DB International US (comprising DB International USA, Deutsche Bahn, Alternate Concepts and HDR Inc.), FS First Rail Group (comprising Ferrovie dello Stato Italiane, FirstGroup, Trenitalia, Rete Ferroviaria Italiana, CentoStazioni, Italferr and McKinsey & Company), RENFE (comprising RENFE Operadora, Globalvia Inversiones, ADIF) and Stagecoach Group (Stagecoach Group plc and Coach USA Administration Inc).
The selected consortium will be responsible for planning and procurement of civil works, rolling stock and facilities, and minimising operating and maintenance costs. The scope of work includes consultation on station design and operations; the size of the rolling stock and interior layout; fares integration and inter-operability with connecting operators; security and safety; operations control systems and train dispatching; opportunities to maximise revenue; calculate ridership and revenue forecasts; select a revenue collection system, and develop a marketing and branding plan.
Phase I will span 840 km and is expected to be operationalised by 2019. Bids for Phase I were invited in December 2016 and the contract is expected to be awarded in 2017.
